Optimal Abatement in Dynamic Multi - Pollutant Problems When Pollutants Can Be

چکیده

We analyze a dynamic multi-pollutant problem where abatement costs of several pollutants are not separable. The pollutants can be either technological substitutes or complements. Environmental damage is induced by the stock of accumulated pollution. We find that optimal emission paths are qualitatively different for substitutes and complements. We derive general properties governing optimal emission paths and present numerical examples to illustrate our main results. In particular we find that optimal emission paths need not be monotonic, even for highly symmetric pollutants. Finally, we describe a comparatively simple method to implement the optimal path without explicitly knowing its shape. JEL Classification: Q2, L5

Multiple-pollutant cost-effectiveness of greenhouse gas mitigation measures in the UK agriculture

This paper develops multiple-pollutant marginal abatement cost curve analysis to identify an optimal set of greenhouse gas (GHG) mitigation measures considering the trade-offs and synergies with other environmental pollutants. The analysis is applied to UK agriculture, a sector expected to make a contribution to the national GHG mitigation effort. Previous analyses using marginal abatement cost...

Innovative approaches in integrated assessment modelling of European air pollution control strategies - Implications of dealing with multi-pollutant multi-effect problems

In this paper, crucial aspects of the implications and the complexity of interconnected multi-pollutant multi-effect assessments of both air pollution control strategies and the closely related reduction of greenhouse gas emissions will be discussed. The main aims of the work described here are to identify the core problems which occur when trying to apply current state-of-the-art methodology t...

Multipollutant markets

I study the optimal design of marketable permit systems to regulate various pollutants (e.g., air pollution in urban areas) when the regulator lives in a real world of imperfect information and incomplete enforcement. I show that the regulator should have pollution markets integrated through optimal exchange rates when the marginal-abatement cost curves in the different markets are steeper than...

Non-Separability and Substitutability

The design and implementation of environmental policy often involves more than one pollutant, and must consider pollution as a byproduct of the production of marketable output. In this paper, we test the implicit assumption in the empirical literature that (1) production of marketable output, pollution, and abatement are separable, and (2) different pollutants can be abated separately. Using un...
